Preservation is not about the past, it's about the future.
The Eugene J. Towbin (EJT) Healthcare Center is part of the Central Arkansas Healthcare System (CAVHS) within VISN 16 of the U.S. Department of Veterans Affairs. The EJT facility is located on the Fort Roots campus at 2200 Fort Roots Drive, North Little Rock, AR (72114). The Fort Roots campus at the top of the hill on W. Pershing Boulevard, and overlooks the Arkansas River from the north side. The campus is comprised of a several pre-WWI era buildings which are on the historical register, and several other post-WWII era buildings – including the Building 16, which is the focus of this project.

The Law Enforcement Training Center (LETC) provides training to VA and DoD law enforcement security personnel to enhance the safety of veterans, guests and employees. LETC has experienced a growth in student attendance and anticipates an expansion of students in support of the Secretary’s shared services reorganization. This project will involve the renovation of Building 16 to accommodate the growth of LETC, providing needed office space as well as secured storage. 

Building 16 is located on the corner of Hill Rd. and East Dr. and faces a north northwesterly direction. A set of concrete steps coming from the existing sidewalk along Hill Rd leads to the main entry through a double door. There is a loading dock on the east end of the building with a double door entrance. Another single door provides access into the building from the south. There is no A.D.A. accessible path to enter the building.

Re-purposing for a Better Use
The interior has been divided into 7 or 8 smaller rooms. The building has been abandoned for some time and the former function of these rooms is unknown. A renovation of the interior will be designed to make the building usable again.
